$87.215 - $112.536 - $137.857


The stated pay scale reflects the range that Sharp reasonably expects to pay for this position.  The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.


What You Will Do
Reporting directly to the Vice President of Corporate Compliance for Sharp HealthCare (SHC), the System Director Compliance will lead the operational aspects of Sharp HealthCare's Compliance program including, but not limited to, policies, education, auditing, investigations and ongoing monitoring.

The System Director Compliance will provide expert advisory services to the business and will provide strategic direction and recommendations for healthcare Compliance program enhancements. The role will manage facility compliance professionals, and system compliance professional. The role will work closely with hospital, medical group, health plan and system services leadership. The System Director Compliance swill mature and lead an effective compliance program ensuring that the seven elements are addressed, and risk mitigated throughout the organization.

In this role, the System Director Compliance will be a key member of the SHC Compliance Leadership and will lead the critical functions of overseeing the Compliance Operations programs, its strategic roadmap and execution. The candidate needs to demonstrate strong understanding of Federal and State healthcare and non-profit regulations, commitment to ethical practices and the ability to exercise sound judgment and to observe the highest degree of confidentiality in handling information received in the course of responsibilities. The System Director Compliance is an ambassador for the Compliance program and actively promotes an ethical culture through actions and communication.

Working with multiple cross-functional stakeholders, this person will have had experience with leadership alignment efforts, change readiness, stakeholder and employee engagement, large-scale operations and organizational and talent performance management.

Required Qualifications

  • Bachelor's degree in healthcare, business or law.
  • 10 + years healthcare compliance and privacy related experience with escalating responsibility and experience. Significant compliance orientation, coupled with business process expertise.
  • Experience in healthcare matters and regulatory requirements such as Stark Law/Anti-kickback Statute, Conflict of Interest, Fraud, Waste and Abuse, and other compliance related matters, and provides a high degree of relevant expertise, consultation and guidance to compliance colleagues, entity leadership and operational constituents to ensure compliance with federal, state and local government regulations.


Preferred Qualifications

  • 5 years' experience in acute health care environment in a complex health system.
  • 5 years of progressive program and project management roles in large and complex organization.
  • Certified in Healthcare Compliance (CHC) - Health Care Compliance Association (HCCA) -PREFERRED


Essential Functions

  • Leadership
    Implement new operating model to drive greater operational support at all entities served and provide recommendations and solutions through creativity, always seeking continuous improvement, initiating breakthroughs and working to resolve issues/barriers.
    Help define the Compliance Mission & Vision and promoting it across Sharp HealthCare
    Influence executives, leaders, business units, and compliance teams on compliant practices and ethical behavior initiating breakthroughs and working to resolve issues/barriers.
    Ensure that the compliance program is designed in a manner consistent with the Office of Inspector General’s guidelines and other published materials concerning effective compliance programs.
    Effectively make timely decisions focused on performance and results, focusing on imperatives/projects and processes that are designed to provide the maximum quality/safety/security/integrity for Sharp HealthCare patients, staff, physicians and/or leadership.
    Manage, coach and grow highly skilled team members to ensure business, departmental and personal objectives are realized, and feedback is provided timely.
    Report periodically on program status and escalate issues to executive management and Governing Board.
  • Cooperation and Teamwork
    Work closely with the System Compliance Officer and his or her designees, entity leadership, operational staff, Legal Services, Internal Audit and other stakeholders to identify and mitigate risk and potential areas of non-compliance.
    Actively participates in annual risk assessment.
    Leads the development of the annual Compliance Workplan.
    Work in cooperation with revenue cycle and on matters related to the hospital chargemaster, billing and/or charging matters leveraging SHC Compliance team as needed.
    Support entity leadership in assessing compliance risk related to new services, new products or new locations.
    Supports collaboration between risk functions across entities and has visibility into overall risk posture.
    Supports enterprise risk management activities related to legal and compliance risks.
    Drives awareness of compliance matters and decision-making through the Executive Compliance Committee.
    Coordinate with various departments, such as Legal, Human Resources, Operations and other departments as required, to develop and deliver appropriate annual compliance training, as well as ongoing training on compliance related topics.
    Coordinate and/or responds to requests from SHC Compliance Leadership which may include board report preparation, review and investigation of select topics, audit requests, periodic surveys, serving on committees, assisting with the annual Work Plan, education and training and other initiatives, etc.
    Works collaboratively with team members across the organization.
  • Investigation, Research and Report Preparation
    Proactively assesses compliance risks for SHC, collaborates and communicates effectively with operational stakeholders, identifies approaches to mitigate or monitor risks, develops compliance performance metrics, participates in the development of SHC Board reporting for compliance, and recommends strategies to achieve and sustain an effective compliance program aligned to SHC Compliance goals.
    Plan, execute, and manage investigations, engaging other SHC subject matter experts and consulting with VP of Corporate Compliance and legal counsel as needed to effectively manage timely and thorough reviews, maintain appropriate documentation, provide periodic updates to leadership that include potential risk, escalating as appropriate.
    Support design and implementation of corrective actions in conjunction with operations and other leaders to investigations and other issues generated by the compliance program.
    Provide routine updates on progress, and/or corrective action status.
    Oversee execution of annual Compliance Work Plan.
  • Committee Participation
    Develop and lead entity Compliance Committees ensuring stakeholder engagement, regular meetings, appropriate documentation, the discussion of relevant compliance activities, and escalation of key matters as needed.
    Lead content development and presentations to the SHC Executive Compliance Committee
    Lead development of Compliance Content for SHC Board reporting.
  • Regulatory Compliance Knowledge
    Be a thought leader, serve as a subject matter expert and provide advice and counsel to all entities.
    Maintain specific knowledge and skills related to the SHC Code of Conduct necessary to answer questions and provide guidance to hospital personnel on business compliance and ethics questions or concerns.
    Stays informed of new and emerging areas of compliance risks, trends and/or best practices relevant to the compliance program, shares information with other Compliance Department members and organizational teams as appropriate.


Knowledge, Skills, and Abilities

  • Prefer knowledge of pertinent compliance regulatory requirements and compliance program elements including demonstrated understanding of OIG Compliance Guidelines, coding and billing compliance principles, fraud waste and abuse (e.g. stark law, anti-kickback statute), CMS Conditions of Participation and Conditions of Payment, and working knowledge of federal and state privacy laws.
  • Demonstrated knowledge of current compliance thinking and practices.
  • Excellent research and communication skills preferred.
