Hourly Pay Range (Minimum - Midpoint - Maximum):

$82.927 - $107.003 - $131.079


The stated pay scale reflects the range that Sharp reasonably expects to pay for this position.  The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.



What You Will Do
Directs a team of Information Technology professionals in the support of health plan information systems that enhance health plan business operations and that further the system integration of the Sharp and Sharp Health Plan business entities. Works collaboratively with all levels of health plan leadership and ISD to develop business plans, set priorities and accomplish cross-functional objectives, exercising leadership and judgment to achieve balance between multi-user priorities and strategic business objectives. Provides leadership for the planning, establishment and enforcement of service standards to ensure information integrity and consistency of the supported health plan systems. Utilizes creative and analytical skills to solve new and complex problems. Serves as a key member of Information Systems leadership support services providing focus on emerging technologies and health plan business based information issues within Sharp. Advises, counsels and educates management, and staff on the impact of these trends; and supports Information Systems staff through the change process as the health plan environment continues to evolve and change rapidly. Supports and understands health plan regulatory requirements and ensures technologies adhere to and support these regulations.

Required Qualifications
  • 7 Years increasingly responsible health plan management and/or health plan information technology management experience.
  • 5 Years in a complex, multi-entity health plan system that included a broad scope of technical and/or management experience with extensive interaction at all levels of management and staff.
  • Experienced with leading the implementation of a large scale integrated IT system in a health plan.

Preferred Qualifications
  • Epic systems experience preferred.

Other Qualification Requirements
  • Bachelor's degree in Business Administration, Computer Science, Health Care Administration or related; or 4 years of relevant work experience may substitute for degree. - REQUIRED

Essential Functions
  • Key Responsibilities
    Recommends goals and objectives for automated health plan information systems to management.
    Exercises leadership in promoting the use of cost-effective advanced automation technologies throughout all Sharp Health Plan, with particular focus on integration of Sharp applications and business units.
    Provides leadership of system optimization efforts to achieve targeted, agreed upon health plan objectives.
    Educates vendors and IT management/staff about the user workflow and potential implications of various technology changes in order to minimize impact and risk to health plan.
    Promotes standardization of information systems products and processes across the system.
    Develops awareness within the clinical and business leadership on the integration of systems and translates technical requirements into non-technical language to support shared understanding.
    Builds partnership and collaborates with Sharp HealthCare ISD, Sharp System Services, physicians, administration and entity leadership to assist in prioritizing the deployment of health plan information systems integration to achieve Sharp’s mission.
    Collaborates with the health plan Executive leadership to ensure linkages between technology and workflow improvement and to promote adoption of new processes and technologies.
    Maintains technical and application remain current by on-going formal education and supplemented by related work experience.
    Negotiates client requirements and resolves conflicting demands given defined resources and competing business objectives.
    Leads the planning and execution of all Sharp Health Plan information systems support service in needs analysis, system selection, installation and ongoing operation of health plan applications.
    Ensures the utilization and monitoring of appropriate service level standards consistent with customer expectations and agreements, and Information Systems program management policies and practices.
    Establishes, directs and executes vendor relationships to ensure delivery, implementation and operation of health plan applications that are reliable and meet or exceed agreed upon expectations. Acts as a primary vendor escalation point for unresolved issues.
    Leads the planning, organization and direction of contract and in-house resources to provide effective ongoing implementation and support for health plan information systems.
    Keeps current on emerging health plan technologies for application within Sharp Health Plan.
    Develops, implements, and enforces policies and procedures consistent with principles of effective information management, in partnership with other Information Systems leadership.
    Participates in the IT event process to quickly resolve issues and communicate progress to health plan leadership and customers.
  • Project Management
    Leads and directs health plan information systems and client efforts in planning and implementation of new health plan systems. Projects are identified and prioritized annually with the health plan leadership and the appropriate SHP-Isd governance and workstream committees.
    Manages outside contracts to ensure compliance with agreed upon objectives, timeframes and outcomes.
    Ensures that staff are implementing systems in a manner consistent with agreed upon program management office guidelines.
    Communicates project status, targets, activities and issues among Information Systems, SHP-ISD Governance Committees and workstream staff. Gains consensus and approval on required changes.
    Ensures that the processes for selection and implementation of products promotes the concept of standardization of IS products across the enterprise.
    Promotes the adoption of advanced information technologies through participation in and communication with various employee and management groups.
    Demonstrates knowledge of Six Sigma and Lean processes and promotes use of these tools by IT management and staff.
  • Financial Management
    Prepares annual department operating budget.
    Develops and maintains capital proposals and five year planning proposals on an annual basis as they relate to health plan department activities.
    Maintains and tracks expenses within approved levels while maintaining service quality, unless variances are authorized.
    Ensures cost effective solutions are evaluated, justified and provided as required.
    Develops cost-effective business partnerships with IT-related vendors.
    Looks for opportunities to decrease the cost of products or services on a minimum annual basis.
    Supports Sharp Health Plan, Sharp HealthCare, and ISD leadership in planning and coordinating IS financial management issues.
  • Employee Management
    Promotes a team culture of open communication.
    Engages in employee coaching and counseling as appropriate.
    Creates a succession plan for the management team and encourages them to do the same for key individuals.
    Enforces and complies with all policies and procedures of Sharp Healthcare as it relates to employee conduct. Abides by ethical standards set in the Sharp HealthCare Commitment to Principles Handbook.
  • Quality of Service
    Maintains awareness of quality and regulatory initiatives and works with vendors to provide systems that meet and exceed those requirements to ensure enterprise compliance.
    Ensures overall service quality for department’s application systems. Demonstrates quality of services through service evaluation by clients and performance metrics review and trends.
    Ensures good relations with other departments, entities and physicians measured by follow-up and feedback on all questions and/or complaints.
    Ensures that IT principles and processes, such as change management, peer review, etc. are well understood by staff so that downtime is avoided and system responsiveness is not impacted for the end users.
    Identifies opportunities and takes action to build strategic partnerships with vendors to help achieve Sharp’s health plan goals.
    Establishes relationships with peers in other organizations in order to support best practice sharing that helps contribute to better adoption or outcomes at Sharp.
  • Leadership and Communications
    Exercises a leadership role for internal and external clients on health plan initiatives. Co-chairs SHP-ISD Governance Committees, as appropriate with health plan operations leaders.
    Communicates project status, targets, resources requirements, and changes between the client base and Information Systems. Gains consensus/approval on required changes.
    Exercises leadership in promoting IT services, perspectives and strategies within Sharp, through participation in meetings of diverse Operations and System Services Management Groups, technical/client/topical groups.
    Develops a plan or resolves all issues that arise through user satisfaction surveys and employee opinion surveys.
    Keeps management and users/clients informed through presentations and publications.
    Consults with users/clients the health plan regarding automation to support health plan systems.
    Supports departmental committees, e.g., information systems governance committees.
    Models the Sharp Behavior standards and interacts in a manner consistent with the Sharp Experience. Shares quarterly leadership session learnings with team and promotes adoption within the team.
    Promotes and maintains a high level of teamwork throughout IT.
    Demonstrates the ability to develop and implement creative problem-solving and issue resolution techniques. Demonstrates the ability to mentor team in utilizing these same approaches and techniques.
    Attends educational seminars and professional trade shows for the purpose of keeping current on new applications or new functionality due to rapidly changing technology and information technology regulations.
    Attends at least one outside professional development exercise.
  • Safety

    Provides mandatory training for staff. Maintains safe work environment and addresses deficiencies. Reviews safety policies and procedures. Adheres to ergonomic principles. In conjunction with Buildings/Facility Services, directs, monitors and participates in safety and fire in-services/inspections. Assures employee attendance at required in-services, maintaining documentation. Ensures follow through and compliance with safety regulations as it relates to outside inspections.

Knowledge, Skills, and Abilities
  • Ability to effectively manage the activities and personnel; to work effectively with health plan leadership, and all levels of health plan management and staff, consultants and vendors; to communicate clearly, concisely and accurately with people, verbally and in writing; to achieve results for the organization with and through people.
  • Thorough knowledge of health plan information systems and of legal, ethical, management and organizational principles and standards for health plans in the State of California.
