$57.740 - $74.490 - $83.440The stated pay scale reflects the range that Sharp reasonably expects to pay for this position. The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.
What You Will Do
Emergency Preparedness is committed to the mitigation, preparation, and response to hazards within the Sharp HealthCare as well as the communities that Sharp HealthCare Serves. Emergency Preparedness promotes safety as a value with the goal of supporting the mission of Sharp HealthCare by helping staff, physicians, patients, and visitors take an active role in preparing for and responding to disasters that may impact Sharp HealthCare, both natural and manmade. The Disaster Response Program Manager is responsible for 24-hour, 7 day a week operations throughout the Sharp system. This role acts as a liaison with the site leadership in disaster preparedness response logistics. This position is responsible for strategically assisting the Director of Emergency Preparedness in ensuring Sharp HealthCare's readiness for events by conducting disaster education, training, site support, and disaster supply inventory for Sharp HealthCare. This individual also acts as a liaison with the community as necessary on behalf of the Director of Emergency Preparedness. To meet requirements of TJC, OSHA, and other applicable regulatory bodies, the program manager is also responsible for record and document management as it relates to training, disaster equipment, and disaster response.
Required Qualifications
- Bachelor's Degree
- 5 Years experience in emergency preparedness/disaster response for large organizations.
- 2 Years experience with state and/or national disaster special interest work groups and advisory groups.
- 2 Years experience with Federal Grant program management.
- Prior leadership positions in disaster response.
- Driver's License - CA Department of Motor Vehicles -REQUIRED
Preferred Qualifications
- Emergency Medical Technician (EMT) California Certification - National Registry of Emergency Medical Technicians -PREFERRED

Essential Functions
- Regulatory Compliance
At the direction of the Director of Emergency Preparedness, responsible for leading and advising entities and departments in disaster preparedness special hazards education and training as required by The Joint Commission (TJC), Cal/OSHA, Centers for Medicare and Medicaid Services, California Department of Public Health, California Environmental Protection Agency, California Department of Toxic Substances Control, and other applicable regulatory agencies.
Chairs, leads, and/or is an active voting member in committees to develop and review policies and procedures including but not limited to: Emergency and Disaster Preparedness Subcommittee, Safety Management Subcommittee, Facilities Environmental Subcommittee, site safety and disaster committees, San Diego Disaster Coalition, Emergency Department Disaster Collaborative, and the San Diego HealthCare disaster Coalition.
Collaborates in the analysis of the effectiveness of system-wide and entity emergency preparedness programs and develops or improves programs to ensure applicable regulations are met and optimal mitigation, preparedness, response, and recovery are maintained. Collaborates on the analyses of existing and proposed federal and state emergency preparedness requirements.
Oversees entity based emergency management functions as assigned.
Oversees robust department records management, in accordance and compliance with regulatory guidelines, and as necessary to support Sharp HealthCare preparedness operations. Investigates, researches and makes recommendations regarding best practices and regulatory requirements with respect to emergency management. Update and maintain current Disaster policies, procedures, and communications pages on Sharp intranet. - Education, Training, and Drills
Coordinates, advises on, and participates in internal, county, and state-wide disaster drills.
Collaborates in the development in and implementation broad scope of emergency preparedness initiatives, including Burn Surge Plans, Mass Casualty Events, Cybersecurity Events, Natural Disasters, Civil Unrest, FluPan Response, Biochemical Response, and all other disasters both natural and manmade. Special focus and expertise preferred in High Consequence Infectious Disease, engagement and relationship with state and national emergency management programs, bioterrorism, radiation exposure, and acquisition of applicable grant funding.
Reviews hospital and clinic exercise/disaster critiques. Identifies and manages 'action items' from entity exercises on 'System Action Item Report.' Provides trends in 'action items' at monthly Emergency Preparedness/Safety Officer meetings. Coordinates and staffs the annual Disaster Expo. Coordinates other preparedness response agencies such as law enforcement and fire departments. Participates in Sharp Healthcare Disaster Partnership activities. Decontamination team trainings. Shares education with partnership hospitals as requested. Works with physicians as needed to educate and train them on specific responses such as Highly Infectious Patients (IP).
Conducts HICS and NIMS trainings for Sharp HealthCare leadership as necessary. Primarily responsible to facilitate special hazards preparedness. Manages the creation, deployment, and education of emergency preparedness education for system including but not limited to: Hazmat Awareness and Response, Medical Surge, START triage, Web EOC, Highly Infectious Disease training and response procedures.
Leads decontamination drills at hospitals using current hardwired decontamination systems and decontamination trailer. - Disaster Response
Assists with maintaining the Corporate Command Center by role modeling active participation in corporate command activations. Maintains competency and expertise to function in a variety of roles of corporate incident command. Assists Director of Emergency Preparedness and Business Services Departments with Business Impact Analysis and Business Continuity Planning. Meets with department Managers to review Business Impact Analysis and Business Continuity Plans. Assists hospitals with Command Center organization before and after activations or exercises.
Responsible for oversight of Sharp HealthCare disaster equipment and supplies, including coordination with San Diego County Disaster Caches. Oversees the ordering, procurement, storage, maintenance, and storage.
Provides guidance on logistical management and accountability, contractor activities, disposal requirements and other areas to assure appropriate application of agency wide policies and procedures to enhance readiness and response capability. Plans and coordinates logistics management activities to ensure adherence to policies, procedures, and other guidance takes necessary action to correct deficiencies in operations. Provides recommendations on an acceptable equipment cache storage site upon arrival at the response site and coordinates the physical layout to facilitate proper response team operations. Assists with overall coordination of the infrastructure to include setup, supply and inventory control, equipment maintenance, transportation, communication and demobilization. Reviews, analyzes and responds to requests supplies and equipment, including food, water, and shelter. Assists with logistical management during non-response status to include management and inventory of accountable equipment, control of expendable supplies. - Implementation of Entity Wide Emergency Management Program
Provides guidance to site Safety Officers in the direction of the overall logistics and operation of all entities.
Reviews all entities facility Emergency Operations Plans and Continuity of Operations Plans.
Designs and oversees disaster planning exercise and Code Triage activations, including reviewing all documentation, after action reporting (AAR) and subsequent follow up.
Reviews all AAR, reports to site Disaster Committees, system Emergency Disaster Preparedness Subcommittees, and the County as required.
Reviews the site and system annual hazard vulnerability analyses.
Assists site leadership in the development and implementation of emergency preparedness related trainings for all entities in conjunction with site safety officers. - Leadership
Stays current with and is accountable for emerging regulations and issues related to emergency preparedness and implements changes in the organizations emergency preparedness program as needed.
Communicates emergency preparedness initiatives as well as findings, changes, and improvements to leadership at each entity as well as to the Director of Emergency Preparedness.
Position may require travel for engagement and coordination with state and federal partners. - Daily Operations
Serves as a system-wide program manager and a member of the Leadership Team.
Guides the operations of the comprehensive emergency preparedness program across the system. Manages the overall operations of emergency preparedness, including ensuring regulatory compliance and overall program management.
Advises in the creation, development, and implementation of strategies and programs to meet changing regulatory and community demands and ensures protection and consideration of the public interest. Provides broad-spectrum technical expertise and knowledge to balance regulatory, county, and state, and federal requirements with staff, patient, and visitor needs.
Responsible for advising on the development, implementation, and management of policies, procedures, practices, and programs that enhance the preparedness, health, and safety of Sharp HealthCare in a just and equitable manner.
Provides subject matter expertise to support operations, including response to hazards and continuity of business operations, hazard investigations and follow-up. Able to act as interface with external agencies, consultants, vendors, and customers. Represents Sharp HealthCare as assigned by responding to disaster related issues or hazards and taking corrective action, implementing controls, or making recommendations based on the severity of the situation.
Acts as a team leader for projects or work groups, creating a collaborative and respectful team environment and improving workflows. Results may impact the operations of one or more entities. Ability to lead operational initiatives to meet or exceed service standards and expectations throughout Sharp HealthCare, as well as external partners. Conducts business in a timely and respectful manner.
Maintains active relationships with leadership by continuously soliciting feedback and responding appropriately. Consistent, timely response to requests for assistance are honored and appropriate actions are taken or recommended. Collect, evaluate and report performance monitoring standards to identify performance improvement opportunities.
Demonstrates effective leadership b organizing, planning, and facilitating emergency preparedness and disaster response safety committees. Incorporates concepts of the high reliability organization and lean six sigma in job responsibilities.
Intervene when conditions exist that pose an immediate threat to life, health, or pose a threat to damage equipment or buildings.
